Notice that when you browse/visit a webpage (for example WSU library), it loads faster but does not show you the updated version of the site. This is because your browser uses a folder that purposely stores/cache web pages, photos, and graphic images. This is commonly called temporary internet files. In some situations a click of the refresh button won't simply work because the cached temporary internet files is being used by your computer to reload the webpage. To get the best experience in visiting a webpage and viewing the latest version of that site you must refresh your cache.
